The EU has told Britain that a new Prime Minister will not be able to change the agreement on the countrys withdrawal from the EU.

A European Commission spokesman made the remarks after being asked about Boris Johnsons claims that he would withhold the £39 billion Brexit divorce bill if no EU exit deal could be agreed.

Mr Johnson is the favourite to replace Theresa May.

He told the Sunday Times last week: I think our friends and partners need to understand that the money is going to be retained until such time as we have greater clarity about the way forward.

I always thought it was extraordinary that we should agree to write that entire cheque before having a final deal.
