Serial masturbaters ‘offered pizza to stop flashing female prison staff’
Masturbating prisoners were offered pizza as a reward to stopping flashing female jail staff, according to court papers lodged in Chicago.
A group of female prison officers are suing Cook County Jail authorities over persistent sexual harassment by inmates.
The lawsuit alleges since 2015 more than 200 female defenders and law clerks have endured ‘heinous sexual misconduct’ by male inmates in the jail and courtroom holding cells.
It claims: ‘The prisoners repeatedly exposed their penises, masturbated, and engaged in other acts of sex-based aggression, verbal threats and harassment, and on an almost daily basis.
‘There have been weeks when (assistant public defender Saran Crayton) experienced a detainee exposure or masturbation incident every day.’
There are 419 public defenders for Cook County, which includes Chicago, and more than half are women.
Prison authorities attempted to stop the inmates masturbating by ‘restricting access to their penises’ and forcing them to wear jumpsuits, however, prisoners burnt holes in them using a microwave oven.
The lawsuit alleges ‘serial masturbaters’ were offered pizza if they did not partake for 30 days but even this failed.
However, as inmates who had never exposed themselves were not eligible to receive pizza as a reward they began masturbating to be eligible for the reward to stop, this led to an increase in the practice.
ABC reported Lester Finkle, chief of staff for the public defender’s office, said: ‘The public defender cannot support legislation or measures that significantly increase penalties for detainees who engage in this behavior or that subject detainees to inhumane practices.’
Cara Smith, chief policy officer for Sheriff Tom Dart, said more than 200 detainees have been charged with indecent exposure since January, but few facing murder or rape charges seem to care.
Cook County Jail has more than 6,440 inmates and is one of the biggest prisons in America.
